General Statement of Duties
The Multi-Tiered System of Supports (MTSS) Specialist provides division-wide leadership and support for the development, implementation, and continuous improvement of an MTSS framework. The position promotes fidelity of implementation of Virginia Tiered Systems of Support (VTSS) practices, builds staff capacity to address barriers to student success, and supports continuous improvement efforts aligned with division priorities, state guidelines, and best practices.
Lead the implementation, monitoring, and continuous improvement of the Virginia Tiered Systems of Supports (VTSS) framework to ensure sustainable, division-wide practices that promote positive student outcomes.
● Supervise and support MTSS I (PBIS) and MTSS II (Intervention Team) Coordinators in the planning, implementation, and evaluation of tiered systems and student support services.
● Collaborate with division leadership to manage and administer the Virginia Tiered Systems of Supports state grant, including program planning, implementation, compliance, monitoring, and reporting requirements.
● Facilitate the work of the Division Intervention Team to develop, implement, and refine district-level systems, structures, and processes that improve efficiency, consistency, and effectiveness of student support services.
● Provide leadership, training, coaching, and technical assistance to division-level and school-based teams on the implementation and use of division-approved data management, intervention, and progress-monitoring platforms.
● Design, coordinate, and deliver professional learning opportunities that build staff capacity to implement evidence-based academic, behavioral, social-emotional, and attendance interventions within a multi-tiered framework.
● Collaborate with school leaders, instructional staff, student support personnel, families, and community partners to develop resources and strengthen the delivery of tiered interventions that address the diverse needs of students.
● Analyze data and support problem-solving processes to guide decision-making, monitor intervention effectiveness, and promote continuous improvement of student outcomes.
● Serve as the division representative in regional, state, and national VTSS initiatives, professional organizations, conferences, and collaborative networks to advance best practices and maintain alignment with emerging research and state guidance.
● Support the development and implementation of systems and practices that increase access to academic, behavioral, social-emotional, and attendance supports for all students.

*Minimum annualized salary - $86,261.49 (The salary for this position will be prorated based upon the official start date).

Minimum Requirements
● Master’s degree in Educational Leadership
● Endorsement in Administrative and Supervision is required
● Extensive knowledge of VTSS
● School or district-level leadership experience - required
● Detail-oriented and solution-based, with the ability to work independently while supporting all schools and programs.
