General Statement of Duties

Assigned to the Treasury Division of the Department of Finance to research and resolve all types of delinquent accounts, complex accounts, and works closely with the public to resolve difficult, unusual, and sensitive accounts and customers; serves as lead worker and assumes temporary supervisory role during absences; and performs other duties as assigned.

Essential Duties

The Treasury Collections Officer for Debt Set-Off is responsible for administering and enforcing the collection of delinquent debts owed to Henrico County through the Virginia Debt Set-Off Program. This position supports multiple County agencies by managing a high-volume portfolio of delinquent accounts, conducting detailed account research and investigations, managing technical business processes, identifying issues, and reporting results. The role requires frequent communication with taxpayers, debtors, technical staff, and agency stakeholders and plays a vital role in recovering revenue that supports County operations and services by pursuing collection actions in compliance with federal, state, and local laws, and County policies. The position is cross trained on other critical collection and provides daily assistance to the Finance Call Center.

  • Manage and collect delinquent tax and non‑tax debt within the Debt Set‑Off Program. 
  • Respond to inquiries in person, by email, and by phone in a call‑center environment. 
  • Research and investigate accounts using multiple software systems and databases. 
  • Communicate with taxpayers, debtors, agency representatives, and other stakeholders regarding outstanding balances, payment arrangements, and system processes. 
  • Provide customer assistance through the Finance Department’s Call Center. 
  • Partner with VITA and County departments to research, resolve, and collect outstanding accounts. 
  • Maintain accurate account records, documentation, and reporting. 
  • Ensure compliance with applicable laws, regulations, and County policies. 
  • Perform other related duties as assigned. Knowledge, Skills, and Abilities 
  • Knowledge of tax collection, debt recovery, bankruptcy, and relevant laws and regulations. 
  • Strong analytical, investigative, and problem solving skills. 
  • Effective oral and written communication and customer service abilities. 
  • Proficiency with Microsoft Office (Outlook, Word, Excel, Teams) and standard office software.
  • Experience with databases, collection systems, and call center platforms. 
  • Ability to research public records and manage electronic data and reporting. 
  • Ability to manage multiple priorities, maintain confidentiality, and exercise sound judgment. 
  • Ability to quickly learn and adapt to new technology.

Positions from this posting may be filled at the Treasury Collections Officer I, II, III, or IV level depending on the qualifications of the successful applicant and the needs of the organization at the time of hire. 

 

The expected hiring range for this position is between $48,671.23 and $64,483.19.

Minimum Requirements

High school diploma with relevant coursework completed at the high school or college level preferred and eight (8) years of relevant work experience including two (2) years at Treasury Collections Officer level III;  OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
