General Statement of Duties
Performs expert professional work involving the design, implementation, and evaluation of programs and services. Leads strategic initiatives, conducts complex studies, and supervises staff or project teams. Serves as a liaison to high-level stakeholders and ensures compliance with County, state, and federal requirements. Work is performed with a high degree of independence and initiative.
Examples of Primary Tasks, Duties and Responsibilities (TDR):
- Designs and implements programs, services, or strategic initiatives.
- Leads studies and develops recommendations for operational improvements.
- Coordinates with elected officials, media, and community leaders.
- Conducts cost-benefit analysis and prepares strategic reports.
- Oversees compliance, licensure, and quality assurance processes.
- Serves as a subject matter expert and departmental liaison.
- Performs other duties as assigned.
- Conducts home visits and community outreach to residents identified through emergency responses, referrals, or departmental initiatives.
- Identifies individuals at risk for frequent 911 utilization and assists in developing intervention strategies to improve outcomes and reduce unnecessary emergency responses.
Knowledge, Skills, and Abilities (KSA) Typically Required:
- Occupation-specific: Extensive knowledge of program design, strategic planning, and management analysis; ability to lead teams and supervise staff; ability to conduct complex research and data analysis; ability to develop and implement policies and procedures; strong communication and stakeholder engagement skills; ability to manage high-impact projects with minimal oversight.
- Technical: Proficient in Microsoft Office and program-specific systems; ability to manage data and reporting tools.
- Interpersonal, Communication and Customer Service: Excellent communication and interpersonal skills; ability to resolve issues and represent the department professionally.
- Decision-making and Authority: Exercises independent judgment; responsible for operational decisions and staff supervision.
- Leadership: May be supervisory; may be responsible for managing staff, tasks, workloads, and/or program operations.
- Environment: Works in an office setting; may work in various locations based on assignment.
- Physical: Visual and hearing acuity sufficient to perform assigned duties; physical ability to complete office-based tasks.
- Extensive knowledge of fire suppression, emergency medical services, emergency operations, and public safety best practices.
- Thorough knowledge of fire service policies, operational procedures, and applicable local, state, and federal regulations.
- Ability to evaluate programs, analyze operational data, and recommend improvements.
- Demonstrate ability to establish rapport with residents from diverse backgrounds while maintaining professionalism and confidentiality.
- Ability to communicate effectively with employees, partner agencies, elected officials, and community stakeholders.
- Makes recommendations regarding resource referrals, operational improvements, and program development.
Expected hiring pay rate for this position is $32.67.
The successful candidate must have a valid driver’s license.

Minimum Requirements
Four (4) year degree in a relevant field, and three (3) years of progressively responsible professional experience; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
