General Statement of Duties
Determines initial and continuing eligibility of economically disadvantaged individuals and families for the full range of federal, state and local public assistance, services and benefit programs; manages a full caseload, including cases requiring advanced program knowledge; completes interviews and assessments of clients to identify appropriate programs and assistance to aid in their effort to achieve a self-sufficiency; serves as a resource to other Human Services Specialist and services staff; routinely exercises independent judgment to make accurate determinations and recommendations for complex eligibility and services, especially as related to evaluation of socioeconomic factors influencing eligibility; does related work as required.
Essential Duties include, but are not limited to:
In the course of determining and redetermining eligibility, the person in this position will need to:
- Interpret, understand, apply and explain complex public assistance program policies and regulations.
- Conduct detailed interviews over the phone or in person to collect required information and troubleshoot discrepancies.
- Evaluate eligibility for federal, state and local public assistance programs through entering data into a rule-based computer system.
- Gather and analyze verification documents received for validity and accuracy, secure and safeguard confidential information from applicants, recipients and federal reports.
- Track and comply with state and federal mandates for timeliness and accuracy for all financial assistance programs.
- Attend in-service and other training sessions to enhance job performance and remain up-to-date on program policies.
Other non-program duties include:
- Participate in emergency shelter duty as required in state and local policy, at the direction of the County Manager.
- Participate in unit, division and agency meetings regarding the business of the Department.
The person in this position should possess:

- Strong computer skills with ability to use typical business software, proprietary software and applications for data management and reporting.
- The ability to collaborate and communicate effectively, supporting strong working relationships with colleagues and community partners.

Positions from this posting may be filled as a Human Services Specialist III or IV depending on the qualifications of the successful applicant and the needs of the organization at the time of hire.
Eligibility Specialist III (Human Services Specialist III) ($58,711 - $108,002) Starting salary is commensurate with experience.
Four (4) year degree in a relevant human services field of study; Prior relevant work experience in human services programs preferred; OR: Any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Eligibility Specialist IV (Human Services Specialist IV) ($64,483 - $118,619) Starting salary is commensurate with experience.
Four (4) year degree in a relevant human services field of study and one (1) year of relevant work experience in various federal, state, and local public assistance and benefit or services programs; OR: Any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
A criminal history record check and fingerprinting is conducted on all persons conditionally offered employment, including a conditional offer of initial employment, or a conditional offer to promote, demote, or laterally transfer an employee.
May require a valid driver's license to perform assigned duties at various locations.
Minimum Requirements
Four (4) year degree in a relevant human services field of study, and one (1) year of relevant work experience in various federal, state, and local public assistance and benefit programs or services programs; OR, any equivalent combination of experience and training which provides the necessary knowledge, skills, and abilities.
