General Statement of Duties

The Chief of Operations provides executive leadership, strategic direction, and operational oversight to ensure that specified non-instructional functions of the school division operate safely, efficiently, and in alignment with the division’s mission. This role ensures that facilities, transportation, safety and security, school planning, technology infrastructure, and related operational services effectively support high‑quality teaching and learning. By coordinating resources, advancing long‑range planning, and fostering collaboration across departments, the Chief of Operations ensures that students, staff, and families experience a well‑managed, responsive, and service‑oriented school environment.       

Essential Duties

Operational Leadership & Strategy

Provides executive leadership, strategic direction, and long‑range planning for all operational divisions, including facilities, maintenance, transportation, safety & security, school planning and technology infrastructure.

Develops, implements, and evaluates operational policies, procedures, and systems to ensure safe, efficient, and effective daily operations across the school division.

Leads cross‑departmental collaboration to align operational functions with the school division’s mission, strategic plan, and instructional priorities.

Advises the Superintendent and School Board on operational matters, emerging issues, risk mitigation, and resource allocation.

 

Facilities, Maintenance, School Planning & Capital Improvement Oversight

Oversees all facility operations, including building maintenance, custodial services, grounds, energy management, environmental compliance, and capital infrastructure.

Directs the development and execution of the division’s long‑term capital improvement plan, ensuring equitable, safe, and modern learning environments.

Leads school planning functions, including enrollment forecasting, capacity analysis, boundary planning, long‑range facilities planning, and coordination of demographic studies to support informed decision‑making.

Collaborates with architects, engineers, contractors, county officials, and internal stakeholders to manage major construction, renovation, and facility‑planning projects.

 

Transportation Leadership

Provides oversight of student transportation services to ensure safe, reliable, and efficient routing, scheduling, fleet maintenance, and compliance with state and federal regulations.

 

Safety, Security & Emergency Management

Directs the development, implementation, and continuous improvement of the division’s safety and security programs.

Oversees emergency preparedness, crisis response planning, and coordination with public safety agencies.

Ensures compliance with local, state, and federal regulations related to health, safety, and environmental standards.

 

Budgeting, Compliance & Resource Management

Oversees the development and management of multi‑departmental budgets, ensuring fiscal responsibility, transparency, and alignment with strategic priorities.

Ensures operational compliance with all required federal, state, and local laws, policies, regulations, and reporting requirements.

 

Leadership, Collaboration & Communication

Leads and supervises directors and senior operational staff; provides coaching, performance feedback, and professional development.

Maintains strong communication and collaborative relationships with principals, central office leaders, county government partners, and the broader community.

Represents the division at board meetings, community forums, and interagency groups; prepares reports and presentations as needed.

Fosters a culture of customer service, continuous improvement, teamwork, and operational excellence.

 Performs other duties as assigned.

Additional Information

Anticipated Start Date – July 1, 2026

*Salary Range - $172,606 - $317,517(The annualized salary for this position will be prorated based upon the official start date).

Minimum Requirements

·       Bachelor’s degree in business administration, engineering, public administration, operations management, or a related field required.

·       Master’s degree strongly preferred.

·       Ten (10) years of progressively responsible leadership experience in operations, facilities management, transportation, public-sector operations, or related fields required - preferably in a K‑12 or similarly complex organization.

·       Experience supervising senior‑level managers and leading large, multi‑disciplinary teams.

·       Demonstrated experience developing and managing large budgets, capital improvement plans, school planning initiatives, or major construction projects.


Knowledge, Skills & Abilities

·       Extensive knowledge of operational functions common to K‑12 school divisions, including facilities, maintenance, transportation, safety, and emergency management.

·       Knowledge of federal, state, and local regulations related to school operations, environmental health, ADA compliance, school safety, and procurement.

·       Strong leadership, strategic planning, problem‑solving, and organizational skills.

·       Excellent written and verbal communication skills, including the ability to present complex information to diverse audiences.

·       Ability to build strong working relationships with internal and external stakeholders.

·       Ability to manage crises, make decisions under pressure, and lead teams through change.

·       Commitment to equity, high service standards, and the mission of public education.
