General Statement of Duties

Under the direction of the Director of Federal Programs and Foundational Learning, the Early Learning Preschool Specialist provides division-level leadership for the administration of the Virginia Preschool Initiative (VPI) and Early Learning Preschool programs. 

Essential Duties

    Program Leadership and Compliance

    Works with the Director to identify priorities, activities, and plans to ensure effectiveness, efficiency, and accountability in accordance with division and department targets and strategic goals. 

    Leads the implementation, monitoring, and continuous improvement of the VPI and Early Learning Preschool programs in alignment with VDOE regulations, federal requirements, and division strategic priorities.

    Develops and manages the HCPS Early Learning Preschool Milestone Calendar to ensure timely completion of all compliance, reporting, and monitoring requirements.

    Prepares for and leads programmatic and fiscal monitoring reviews, audits, and corrective action processes, ensuring documentation accuracy and audit readiness.

Instructional Quality and Inclusive Practices

    Guides the implementation of evidence‑based early childhood instructional practices that support developmentally appropriate learning, inclusive programming, strong teacher‑child relationships and positive behavior supports.

    Demonstrates advanced knowledge of special education, inclusive early learning models, and high‑quality instructional expectations for preschool classrooms.

    Maintains CLASS Observation certification and utilizes observation data to inform instructional improvement and professional learning design.

Professional Learning and Capacity Building

    Designs, coordinates, and delivers professional learning opportunities for preschool teachers and leaders using principles of adult learning and continuous improvement.

    Remains current on early childhood research and best practices through local, state, and national professional learning opportunities; presents locally and nationally to highlight HCPS early learning initiatives as appropriate.

Data, Evaluation and Continuous Improvement

    Leads division needs assessment to identify student, staff, and family needs and informs the development of HCPS Preschool service plans and VPI documentation.

    Annually evaluates the effectiveness of Early Learning Preschool programs using qualitative and quantitative data, including assessments, observations, learning walks, and stakeholder surveys.

    Uses evaluation findings to identify strengths, root causes of challenges, and targeted strategies for continuous improvement.

Family and Community Engagement

    Plans and oversees recruitment of eligible preschool students to ensure equitable access to early learning opportunities.

    Designs and supports meaningful family engagement initiatives that position parents and guardians as active partners in the educational process.

Fiscal Management and Resource Oversight

    Collaborates with the Director to calculate, document, and monitor preschool budgets based on enrollment and program needs.

    Assists in the development of annual budgets to support staffing, materials, and instructional resources.

    Prepares and manages contracts for services; oversees procurement and inventory of materials, supplies, and equipment to ensure fiscal accountability and division ownership.

Staff Supervision, Coaching and Culture

    Provides direct or functional supervision, evaluation, feedback, and coaching for assigned preschool instructional staff in accordance with HCPS evaluation processes.

    Cultivates a staff learning system in a supportive, accountable professional culture by balancing operational demands with relationship‑centered leadership, conflict resolution, and staff growth.

Collaboration and Consultation

    Establishes and maintains collaborative relationships with internal and external stakeholders to support program alignment, problem‑solving, compliance, and alignment of documents, processes, and communication across early learning.

    Serves as a strategic thought partner for school administrators and division staff to develop child‑centered early learning supports and solutions.

    Co-leads with Early Childhood Special Education and Henrico Education Foundation to ensure alignment, equity, compliance, and high-quality instructional practices across preschool classrooms.

Professionalism and Communication

    Demonstrates commitment to ongoing professional growth through goal setting, reflection, and feedback from stakeholders.

    Communicates effectively to support preparation of contracts, memos, proposals, handbooks, RFPs, website content, and other official documents for the School Board, staff, and external agencies.

    Maintains confidentiality of all professional and student information and works effectively within a large, collaborative environment.

    Performs other duties as assigned to support division and department goals along with New Bridge Learning Center building needs.


Additional Information


Annual salary will be prorated based upon actual work begin date.

State or Federal Funding Clause
This agreement and the continuation of this position are contingent upon the availability of specific special revenue funds.

Minimum Requirements

    Valid Virginia teaching license

    Master’s Degree in Education with an endorsement in Administration and Supervision (PreK–12) required

    Minimum of five (5) years of experience as a school‑based instructional staff member (administrative experience preferred)

    Extensive knowledge of Virginia Preschool Initiative regulations and early childhood compliance requirements

    Strong organizational, communication, and analytical skills with attention to detail

    Proficiency in computer applications, including Google Workspace, Microsoft Office, SharePoint, and emerging educational technologies (e.g., generative AI tools)
