General Statement of Duties
The Assistant Fleet Division Director manages, coordinates, and optimizes the daily business functions that support fleet operations and assists the Division Director in administering a large, complex fleet organization that provides comprehensive fleet and equipment services across the County.
- Considerable knowledge of public-sector fleet management, lifecycle costing, preventive maintenance and inspection standards, fuel operations, inventory control, environmental and safety compliance, and contract/vendor management; ability to establish countywide standards and objectives, translate them into actionable plans, and produce management reports that support executive decision-making.
- Proficient in business software and fleet systems (FMIS/CMMS, fuel management, telematics, and analytics); ability to develop program reporting systems, interpret complex data, and leverage County systems to monitor operations and produce accurate records.
- Ability to communicate clearly with diverse internal and external stakeholders; routinely works closely with all levels of division and department staff in a collaborative environment; explains policies and regulations in non-technical terms; builds collaborative relationships and delivers responsive service to departments and schools.
- Exercises broad independent judgment in interpreting complex regulations and policies; routinely makes complex and critical decisions and recommendations related to the division's operations, programs, policies, and compliance efforts; requires sound analytical and decision-making skills; decisions typically carry serious consequences related to budget, financial liability, and compliance with regulatory mandates.
- Ability to plan, organize, and direct the work of subordinate professional, supervisory, technical, and support employees; provides guidance and oversight for division operations.
- Works in office, shop, and field environments; may work at various County locations and fleet facilities based on operational needs.
- Visual and hearing acuity sufficient to perform duties; physical ability sufficient for shop and field settings and to perform related tasks; may be required to travel, work a flexible schedule, be on-call, and work outside normal business hours as needed during emergencies and major weather events.
Specific Duties by Functional Area
Parts Operations
• Oversee inventory control for automotive parts, supplies, and materials to ensure adequate supply levels during all operations
• Coordinate purchasing activities and vendor relations to obtain quality parts at competitive pricing
• Monitor parts usage and reconcile inventory discrepancies through regular audits
• Implement systems for automated inventory tracking and cost analysis.
Fuel Operations
• Manage daily fuel transactions and oversee maintenance of fueling infrastructure.
• Monitor fuel usage, efficiency, and costs across the fleet to identify reduction opportunities.
• Ensure compliance with environmental and safety regulations regarding underground storage tanks, dispensing, and reporting.
• Prepare and review monthly fuel consumption and cost reports for management review.
Administrative and Financial Management
• Supervise administrative processes including work order management, invoicing, and financial reporting.
• Manages and oversee the fixed asset inventory for CAM vehicles and equipment.
• Develop and monitor division budgets, ensuring adherence to fiscal policies.
• Prepare management reports, policy documents, and operational analyses for internal and external review.
• Coordinate personnel actions including scheduling, hiring, training, performance evaluations, and discipline.
• Manages and oversee random drug testing for the CDL program.
Information Technology and Technical Services
• Oversee the integration and maintenance of fleet management software and related technologies.
• Ensure accurate data collection for vehicle maintenance, vehicle lifecycle cost, asset tracking, and cost analysis.
• Collaborate with technical staff to develop service standards, safety procedures, and process improvements.
• Evaluate and maintain new technologies such as GPS and telematics, EV integration, and predictive maintenance systems.
Data Entry and Reporting
• Ensure timely and accurate entry of work orders, fuel transactions, and maintenance records into the CAM FleetFocus inventory system.
• Oversee the completion of DMV-EZ-Fleet transactions for vehicle tagging and titling and maintenance of records.
• Validate data integrity across platforms and ensure compliance with reporting standards.
• Generate performance reports to support decision-making and operational transparency.
• Provide analytics on key performance indicators (KPIs) including uptime, cost per mile, and lifecycle costs.
Valid driver’s license required to perform assigned duties at various locations.
Minimum Requirements
Four (4) year degree in business or public administration or a related field and five (5) years of progressively responsible fleet or complex operations/program management experience, including two (2) years in a supervisory capacity; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
