General Statement of Duties

Manages and administratively supervises a major and diverse program of Mental Health/Developmental Services such as Emergency Services, Residential Services, Substance Abuse Services, Managed Care/Consumer Services Administration or Behavioral Healthcare Evaluation and Information Management; does related work as required.

Essential Duties

This position is responsible for employment and day services for individuals with Developmental Disabilities. This includes 6 supervisors, 34 service providers, at two agency day programs (Hermitage and Cypress Enterprises) and multiple community employment settings. This position actively works with the Developmental Disabilities Division and Agency Leadership Team.  The position works closely with DARS and community partners.

  • Develops and implements program procedures, standards, and guidance for staff.
  • Recruits, selects, trains, supervises, and evaluates staff; provides administrative and programmatic supervision.
  • Leads short- and long-range planning for services, incorporating needs assessments and outcome evaluation.
  • Establishes and maintains effective working relationships with local and State agencies and designated community organizations.
  • Provides clinical supervision to staff as appropriate; may provide limited direct services to clients or program participants.
  • Participates in regular administrative meetings; plans and conducts staff meetings.
  • Prepares special project grant applications and supports grant administration as assigned.
  • Coordinates contractual and ancillary services, monitors vendor performance and compliance.
  • Oversees management and maintenance of program buildings and facilities as assigned.
  • Conducts client, program, and administrative service evaluations; implements improvements based on findings.
  • Plans and delivers in-service training; conducts educational presentations to community groups.
  • Provides program and case consultation to other community agencies or organizations.
  • Ensures adherence to agency policies, mandates, and standards.
  • Performs other duties as assigned.

Extensive knowledge of community mental health, developmental services, substance abuse or other health care system concepts and practices; extensive knowledge of normal and abnormal psychology, personality development, group/family dynamics, mental illness, developmental services, substance abuse, residential and vocational services for those with developmental disabilities, a wide range of prevention/treatment/rehabilitative techniques and modalities and the ability to apply them successfully in MH/DS/SA setting, or health care administrative, evaluation and financial operations [depending upon area of assignment]; strong leadership, management and supervisory skills; ability to identify community and/or organizational needs and to design and implement services which meet these needs; ability to effect and maintain good working relationships with clients, and their families, co-workers, the general public, representatives of other human service agencies and representatives of funding sources; ability to keep accurate records and to make reports in a timely and concise fashion; skill in oral and written communications; ability to establish goals and direct staff toward accomplishment of such goals; ability to monitor program or administrative service delivery and to evaluate and modify as needed.

The salary for this role will be in the lower to mid-range of the listed pay scale.

Candidates for individual positions may be required to hold or be qualified to work towards licensure or accreditation in the appropriate discipline. Minimum Requirements

Master's degree in clinical social work, psychology, rehabilitation, nursing, a related behavioral science, or health care/rehabilitation administration; or a doctoral degree in a directly related field, and for master's preparation—four (4) years of directly related experience (preferably including at least one (1) year supervisory); for doctoral preparation—three (3) years of directly related experience (preferably including at least one (1) year supervisory); OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
