General Statement of Duties

Performs advanced assessments of residential properties and land including new construction, splits, and rezonings; work is performed with minimal guidance from the Residential Appraiser Supervisor.

Essential Duties
  • Advanced knowledge of the residential real-estate appraisal field, residential construction practices, and land values; advanced knowledge of department's operations and processes; demonstrates an expert understanding of regional social and economic factors affecting property values; an advanced understanding of relevant internal & external influences (ordinances, state/federal regulations, policies, funding, program, etc.) over department's operations and processes; consistently demonstrates excellent data management, research, organizational skills.
  • Excellent computer skills with a demonstrated ability to proficiently use typical business software, proprietary systems, and applications to complete assigned tasks. SME level knowledge and understanding of the department's operations, processes and the array of technologies and peripherals integral to the department's operations.
  • Establishes and maintains effective working relationships with department staff and the County's diverse citizen populations; excellent written and verbal communication skills to relay complex residential real estate information to public stakeholders.
  • Receives operational guidance and assignments from division head and direct supervisor; capable of demonstrating critical thinking skills & judgement in executing advanced assignments and tasks; ability to understand and follow complex instructions, policies & data, including; serves as residential real estate SME; decisions are made in collaboration with supervisor; consistently demonstrates sound critical thinking skills & judgement in making viable recommendations.
  • Non-supervisory. Ability to provide guidance and support peer inquiries.
  • Ability to work in a wide array of indoor and outdoor locations and weather conditions based on assigned job duties and operational need.
  • Visual and hearing acuity sufficient to interact accurately with a diverse audience of citizens. Physical ability sufficient to perform assigned duties in an office environment and at various other duty-related locations as needed.
Additional Information
  • Valid driver's license to perform assigned duties at various department and duty related locations as needed.
  • Successful completion of a minimum of four (4) courses approved by the Director and designed to aid appraisers in all areas of appraisal practice seeking competency typically from the International Association of Assessing Officers (IAAO) or other approved equivalent accreditation organization. Required courses must include Uniform Standards of Appraisal Practice (USPAP) and an approved appraisal ethics course.
  • Possession of the Certified Assessment Evaluator (CAE) or Residential Evaluator Specialist (RES) professional designation from the IAAO, or equivalent certification preferred.
  • A criminal history check and fingerprinting is conducted on all persons conditionally offered employment, including a conditional offer of initial employment, or a conditional offer to promote, demote, or laterally transfer an employee.
  • This position may be filled at the Residential Real Estate Appraiser I, II or Senior level depending on the qualifications of the successful candidate and the needs of the Department at the time of hire. The salary scale for an Appraiser I is HP.24 ($57,001-$104,856), an Appraiser II is HP.26 ($62,605-$115,164), and a Senior Appraiser is HP.28 ($68,759-$126,486).

Minimum Requirements

High school diploma or GED; college relevant degree or coursework preferred, and four (4) years of residential real estate appraisal work experience; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
