General Statement of Duties

Manages and administratively supervises a major and diverse program of Mental Health/Developmental Services such as Emergency Services, Residential Services, Substance Abuse Services, Managed Care/Consumer Services Administration or Behavioral Healthcare Evaluation and Information Management; does related work as required.

Essential Duties

This position manages the agency's Emergency Services Program which provides 24 hours a day, 7days per week crisis services to residents of Henrico, Charles City and New Kent counties. This is an important component of the counties' continuum of public safety services. This position manages three Clinical Supervisors, 13 Clinicians, and one Case Manager; is responsible for overseeing and ensuring there is adequate staff coverage to meet the safety needs of the community. Provides administrative supervision on day-to-day basis; provides and/or ensures that appropriate clinical supervision is provided to all staff. Responsible for recruiting, hiring, and evaluation of all staff in program.  Ensures compliance with Regulatory Agencies, manages quality improvement initiatives and outcome measurement efforts for programs in accordance with overall agency QI.  Hours may include weekends, evenings, and holidays. 

  • Develops and implements program procedures, standards, and guidance for staff. 
  • Recruits, selects, trains, supervises, and evaluates staff; provides administrative and programmatic supervision. 
  • Leads short- and long-range planning for services, incorporating needs assessments and outcome evaluation. 
  • Establishes and maintains effective working relationships with local and State agencies and designated community organizations. 
  • Provides clinical supervision to staff as appropriate; may provide limited direct services to clients or program participants. 
  • Participates in regular administrative meetings; plans and conducts staff meetings. 
  • Prepares special project grant applications and supports grant administration as assigned. 
  • Coordinates contractual and ancillary services; monitors vendor performance and compliance. 
  • Oversees management and maintenance of program buildings and facilities as assigned. 
  • Conducts client, program, and administrative service evaluations; implements improvements based on findings. 
  • Plans and delivers in-service training; conducts educational presentations to community groups. 
  • Provides program and case consultation to other community agencies or organizations. 
  • Ensures adherence to agency policies, mandates, and standards. 
  • Performs other duties as assigned.
Additional Information

This position is eligible for a $5,000 sign-on bonus. The bonus will be paid in installments: half in the first paycheck, and half after successful completion of the probationary period.

Salary commensurate with experience. 


Candidates must be licensed or qualified to work toward licensure or accreditation for appropriate discipline.

Minimum Requirements

Master's degree in clinical social work, psychology, rehabilitation, nursing, a related behavioral science, or health care/rehabilitation administration; or a doctoral degree in a directly related field, and for master's preparation—four (4) years of directly related experience (preferably including at least one (1) year supervisory); for doctoral preparation—three (3) years of directly related experience (preferably including at least one (1) year supervisory); OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
