General Statement of Duties
Under general supervision, serves as expert resource, coordinating the conservation, preservation, restoration and maintenance of County's historic structures, sites, signage and markers, in an assigned location, as well as multiple locations County-wide; collaborates with County personnel agencies, resources and others outside the County to obtain and provide information and assistance in a variety of conservation, preservation, restoration and maintenance circumstances; does related work as required.
Primary Tasks, Duties and Responsibilities (TDR):
- Conducts routine inspections of historic structures, sites, signage, and markers; identifies preservation needs; performs or initiates repairs and preventive maintenance.
- Oversees and monitors restoration, renovation, installation, maintenance, and repair projects; serves as liaison with contractors, vendors, engineers, purchasing staff, County personnel, and the public.
- Identifies and addresses site and structure issues such as infestations; ensures safe and appropriate artifact display and environmental conditions.
- Develops and maintains preservation and conservation policies and procedures; manages the County Historic Signage processes.
- Prepares and recommends short and long-term capital improvement plans; develops project specifications; reviews bids; manages contracts and ensures compliance with procurement and fiscal guidelines; reviews and approves invoices.
- Develops cost projections and manages preservation, restoration, and repair activities within approved budgets; monitors and maintains budget records.
- Develops disaster response and recovery plans; assesses conditions after weather or incident events and coordinates response efforts.
- Maintains accurate records for each historic structure, site, sign, and marker, including features, systems, maintenance history, and preservation activities.
- Assists with programming, event preparation, exhibits, and public engagement activities; collaborates with marketing staff on program promotion.
- Trains, supervises, and schedules volunteers, temporary and seasonal staff, interns, and contractors involved in preservation and maintenance tasks.
- Attends required meetings and training; represents the County on committees and boards; leads special projects.
- Performs other duties as assigned.
Knowledge, Skills, and Abilities (KSA) Typically Required:
- Thorough knowledge of preservation, conservation, rehabilitation, repair, and maintenance practices; strong understanding of local, state, and federal preservation regulations and guidelines, including the Secretary of the Interior’s standards; knowledge of local history and County historic resources; working knowledge of building systems and integrated pest management.
- Ability to develop policies and procedures; manage projects and contracts; create cost projections; maintain accurate records; analyze data and prepare clear reports; manage budgets and expenditures; proficient use of personal computers, data systems, office software, and department-specific applications.
- Ability to build and maintain effective working relationships with officials, staff, volunteers, contractors, vendors, professional organizations, and the public; excellent verbal, written, training, and presentation skills; strong customer service, tact, and courtesy.
- Strong judgment, problem-solving, and critical-thinking abilities; able to make sound decisions under routine and emergency conditions; capable of managing multiple tasks and weighing competing priorities; able to work independently with minimal supervision.
- Supervisory; able to train, direct, coordinate, and motivate volunteers, temporary staff, interns, and others engaged in preservation work; able to lead special projects and cross-functional activities.
- Works in varied indoor and outdoor settings; exposed to temperature extremes, dust, fumes, and historic materials in differing stages of preservation or decay; required to work evenings, weekends, and some holidays.
- Visual and hearing acuity to perform inspections and communicate effectively; physical ability to use tools and equipment, lift materials and supplies, and carry out tasks associated with preservation and maintenance activities.

Minimum Requirements
Bachelor's in history, restoration science, architecture, or a related field, and four (4) years of historic site maintenance, preservation, rehabilitation, or related experience; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
