General Statement of Duties
Provides basic technical support to end users of geospatial information systems (GIS); creates, edits, and maintains assigned geospatial layers and related data, features, and images; performs basic spatial/database analyses and geoprocessing; non-routine issues are referred to senior GIS Analysts or GIS Manager; may be assigned to the County’s centralized IT Department or a specific department; and performs other duties as assigned.
Assigned to the Department of Information Technology, as part of the GIS Team, this position performs a wide variety of GIS-related tasks in support of all Henrico County General Government Agencies, including Finance, General Services, Registrar, Information Technology, Libraries, Schools, Real Property, Economic Development Authority, County Manager's Office, County Attorney's Office, Board of Supervisors, other Elected and Appointed Bodies, as well as the Citizens of Henrico County.
This position is responsible for:
- Maintaining several key enterprise layers such master address, street centerlines, and parcels
- Creating and maintaining GIS annotation layers for addresses, GPINs, acreages, subdivisions and condominiums, easements and miscellaneous notations, and other GIS layers and spatially related data as necessary
- Ad-hoc geospatial requests from departments and their respective divisions which includes maps, data analysis, scripting, and configuration of low code/no code web applications, surveys, story maps, reports, and dashboards
- Conducting detailed subdivision plat reviews on a recurring basis
- Providing technical training and support to departmental staff
- Interact with other departments, citizens, outside agencies (engineers, surveyors, legal professionals, title companies, etc.)
- Creating and maintaining documentation and procedures for projects and duties
- Working collaboratively with other County GIS staff to further the use of GIS technology in all County agencies, providing support and formal training classes
- Performing other duties, as assigned by the County's GIS Coordinator, to help fulfill the mission of the GIS program.
The successful incumbent requires:
- working knowledge of GIS theory and practice, proficiency in ESRI's ArcGIS Pro Desktop Client
- Experience working in an enterprise geodatabase environment, including versioned editing
- Demonstrated knowledge of cartographic principles, visual design and layout techniques to present GIS materials
- Familiarity with COGO editing, topology, and data reviewer; experience using and creating content in the ArcGIS Online/ArcGIS Enterprise Portal Environments
- Some experience working with relational databases and writing basic SQL statements
- Experience providing training and support to GIS users
- Excellent interpersonal and communication skills with the ability to communicate technical information to non-technical audiences in user friendly language
- Ability to create and maintain accurate technical documentation; strong computer skills with ability to proficiently use computer and typical business software and applications as well as related peripherals
- Ability to problem solve and troubleshoot technical issues.
The following qualifications are preferred:
- Experience working in a local government, proficiency in the ArcGIS Editing environment using COGO tools and topology
- Experience using ESRI applications such as Experience Builder, ArcGIS Solutions, Operation Dashboards, Survey 123, Field Maps, and other mobile applications
- Experience using ArcGIS extensions such as, Spatial Analyst, Model builder, Network Analyst and Geoprocessing tools
- Experience using Microsoft PowerBI and SQL Server Management Studio.
The hiring department anticipates filling this position at the GIS Analyst I level with an anticipated hiring range of $62,605 - $68,759 depending on the qualifications of the successful applicant and the needs of the organization at the time of hire. Salary placement above the anticipated range may be considered for candidates whose qualifications significantly exceed the expected requirements of the position
May require a valid driver's license to perform assigned duties at various locations Countywide.
May be required to obtain other department-specific certifications.

Minimum Requirements
Two (2) year degree in GIS, computer science, geography, or other relevant IT field of study preferred and two (2) years of relevant work experience with geospatial technologies, ESRI ArcGIS, including geoprocessing, raster analysis, Python, relational databases, and workflow automation; Or any equivalent combination of education and experience which provides the necessary Knowledge, Skills, and Abilities
