General Statement of Duties

Administers the activities of a division within a small to medium-sized department;oversees a broad range of functions related to the comprehensive operations of division; creates and manages business plans, budgets, guiding policies for a division; supports recruitment, hiring, and other personnel duties of assigned staff;performs other duties as assigned.

Essential Duties

Essential Duties:

  • Manages the work of the division
  • Prevention & Protection Division Manager: CPS & APS hotlines, Child Protective Services, and Prevention (In-Home Services and Family Support).
  • Permanency Division Manager: foster care and adoptions including case management, resources family programs, kinship care, adoption assistance, family engagement and Title IV-e benefits. 
  • Reviews monthly reports on staff, work assignments and program mandates, provides data analysis to identify trends & target areas for improvement. 
  • Prepares monthly statistics for performance measures.
  • Prepares records for release in compliance with federal & state guidelines
  • Maintains & purges records for the Department
  • Coordinates audits & quality assurance reviews by state and other entities, including internal case reviews

Program Planning:

  • Review appeals & state QA results looking for trends and training needs. 
  • Plans, determines, manages, and evaluates staffing and organizational needs & makes recommendations. 
  • Develops performance standards and prepares corrective action plans as needed. 
  • Maintains & updates the divisions’ SOP.
  • Develops implementation plans for new policies & procedures impacting service programs.

Manages staff & supervisors:

  • Recommends hiring, transfer, promotion, and termination of personnel within the limits of appropriate HR policy and guidelines. 
  • Onboarding & orientation for new hires
  • Trains and ensures the development of family services supervisors and staff, including all state mandated training.
  • Serves on the Department’s executive & leadership teams.
  • Leads the Department in the development & implementation of strategic plans.
  • Promotes a culture of professionalism, professional development, and continuous learning & improvement. 
  • Serves on boards, task forces, committees & other organizations related to the work of the Department and the County. Examples include Systems of Care, Trauma-Informed Leadership Team, the Greater Richmond Trauma-Informed Community Network, Central Region Child Welfare Supervisors, Policy Advisory Committee, best practice court team and other opportunities locally, regionally and across the state.
  • Plans & hosts division meetings & trainings

May require a valid driver’s license to perform assigned duties at various locations.

State or Federal Funding Clause
This agreement and the continuation of this position are contingent upon the availability of specific special revenue funds.

Minimum Requirements

Four (4) year degree in a related field, and four (4) years of program experience, one (1) of which must be in a supervisory capacity; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
