General Statement of Duties

Performs difficult and advanced planning work such as comprehensive planning, zoning, plans of development and subdivisions; and is involved in a variety of projects; does related work as required.

Essential Duties
  • Reviews detailed engineered plans of development (POD), site plans, subdivision plans, architectural plans, landscape plans, site lighting plans, and building permit applications for conformity with county codes and regulations, zoning proffers, the comprehensive plan, good planning and engineering principles, and county development policies. 
  • Involves considerable latitude for project implementation as the incumbent is often the Planning Department expert and represents the office in the subject area such as site design, architectural design, and overall landscaping and plantings. 
  • Prepares documentation and correspondence relating to these matters. Interprets, analyzes and evaluates the review comments received from various state and county agencies and develops site layout design solutions to resolve conflicts among agencies to ensure a high quality of development keeping with the goals, policies and objectives of the land use plan as adopted by the Board of Supervisors. 
  • Performs on-site reviews (field work) pertaining to current or proposed land use activity. 
  • Meets with and/or communicates with developers, engineers, architects and property owners to discuss their proposed plans and review county requirements. 
  • Chairs staff/developer conferences attended by developers and their representatives as well as other reviewing agencies. · Prepares and presents staff reports and recommendations on plan reviews. 
  • Makes presentations at Planning Commission meetings, as needed, regarding proposed plans of development, site plans, subdivisions, landscape and lighting plans. 
  • Recommends certain conditions and advises the Commission on matters of interest to it and the county. · Reviews building and electrical permit applications for conformance with zoning and subdivision regulations, PODs, site plans, and landscape and lighting approvals. 
  • Handles special projects relating to various activities such as preparation of site-specific solutions to resolve site design issues; and data collection analysis and recommendations based on such analysis. 
  • Provides professional advice to citizens, developers, engineers, real estate brokers, consultants and elected and appointed officials on the application of the subdivision and zoning ordinances and county policies. 
  • Communicates with the general public regarding existing and proposed developments. 
  • Extensive knowledge of the principles and practices of planning and zoning, including some familiarity with statistics, economics and sociology 
  • Good knowledge of the laws and regulations relating to the area of planning to which the position is assigned 
  • Good relevant knowledge of the principles and practices of civil engineering and of building construction practices and methods as they relate to the position to which assigned 
  • Ability to perform or oversee technical research work, and to give reliable advice and assistance on planning problems · Ability to express ideas both orally and in writing in a clear and concise manner 
  • Ability to establish and maintain effective working relationships with staff, elected and appointed officials, other agencies and the public.

This position is part of an approved career development plan and may be filled at any level I, II, or III consistent with the successful candidate's experiences and qualifications and the need of the department at the time of hire. 


County Planner I: Possession of a bachelor's degree with a major in planning or a related field and one (1) year of professional planning work experience in municipal or county government; Or any equivalent combination of experience and training which provides the required knowledge, skills and abilities (Grade HP.24 Salary range starting at $57,001.27) 


County Planner II: Possession of a bachelor's degree with a major in urban planning or a related field and three (3) years of professional planning experience in municipal or county government; Or a master's degree with a major in urban planning or a related field and one (1) year of professional planning experience; Or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.(Grade HP.27 Salary range starting at $65,610.25) 


County Planner III: Possession of master's degree in urban planning or a related field and two (2) years of professional planning experience; Or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. AICP Certification preferred. (Grade HP.29 Salary range starting at $72,060.36)

Minimum Requirements

Possession of a master's degree in urban planning or a related field, and two (2) years of professional planning experience; AICP Certification preferred; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
