General Statement of Duties
Ensures the safety and soundness of road improvements, bridges and major drainage structures, or land development. The Specialist II reviews plans, monitors construction sites, and conducts inspections. The position upholds quality standards, and ordinances and policies governing roadways, drainage structures, or rights-of-way. Most work is completed independently, as directed by a lead inspector or formal supervisor. This position is the second level of a four-part career development series.
- Ensures construction projects comply with the Henrico County Design Manual, VDOT Road and Bridge Standards, VDOT Road and Bridge Specifications, Henrico Right of Way permits, and approved project plans.
- Ability to read, comprehend, interpret, and implement requirements detailed in the Henrico County Design Manual, VDOT Road and Bridge Standards, VDOT Road and Bridge Specifications, Henrico Right of Way permits, and approved project plans.
- Manage subdivision and/or capital improvement projects from pre-construction to project acceptance by conducting daily field inspections, producing detailed reports, maintaining comprehensive, accurate project documentation, and ensuring the safe, effective flow on traffic on site.
- Perform field inspections on new roadways, subdivisions, and drainage systems that will be accepted into the County inventory; identify problems with these roads, sidewalks, shared-use paths, storm drainage systems, etc., create punch lists, and coordinate with the developers/contractors to correct any defects.
- Assist in overseeing the Right of Way permit program by performing field inspections to ensure the work is being performed in accordance with the terms of the permit, issuing violations letters, and addressing concerns with stakeholders.
- Perform Certificate of Occupancy inspections, utility relocation inspections, defect bond inspections, and bond reductions.
- Develop quality assurance plans, review project submittals, track materials tickets, and process change orders.
- Must have knowledge of basic drainage principles, engineering, and construction practices.
- Must be able to work both independently and as part of a team to solve complex problems in the field.
- Must be able to effectively communicate with a diverse group of stakeholders, contractors, citizens, and supervisors.
- Ability to proactively identify conflicts in the field and develop plans to correct them.
- Must be able to multi-task effectively.
- Ability to communicate technical information to a non-technical audience clearly and effectively, orally and in writing.
- Must have the physical ability to navigate uneven and potentially hazardous field conditions safely.
- Basic computer skills and familiarity with Microsoft Office programs.
- May be required to assist with inclement weather clean-up and emergency response operations.
- May be required to work a flexible schedule as needed.
This position may be underfilled as a Construction Project Technician, Construction Project Specialist I or II, depending on the qualifications of the successful candidate and the needs of the department at the time of hire.
The minimum requirements and salary for a Construction Project Technician and Construction Project Specialist I are as follows:
Construction Project Technician: High School diploma or GED; and some relevant construction experience preferred, OR, any equivalent combination of experience and training which provides the necessary knowledge, skills, and abilities. $49,521.91 - $91,097.89
Construction Project Specialist I: High School diploma or GED; and two (2) year degree; four (4) year degree in a job-relevant field is preferred; and two (2) years of construction experience; OR, any equivalent combination of experience and training which provides the necessary knowledge, skills, and abilities. $54,390.39 - $100,053.68
Construction Project Specialist II: Graduation from high school supplemented by relevant college or other secondary coursework; two (2) or four (4) year degree in a relevant field preferred; OR: Any equivalent combination of experience and training which provides the necessary knowledge, skills, and abilities. $59,737.48 - $109,889.91
A valid driver’s license is required.
Must possess or earn a Class B or higher CDL within 12 months of hire.
Must possess or obtain department-specified certifications, per the Career Development Plan.
May be required to travel, work a flexible or on-call schedule, or be designated as essential personnel.
A criminal history check and fingerprinting is conducted on all persons conditionally offered employment, including a conditional offer of initial employment , or a conditional offer to promote, demote, or laterally transfer an employee.
Minimum Requirements
High School diploma or GED; Two (2) year degree; Four (4) year degree in a job-relevant field is preferred, and four (4) years of construction experience; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
